NEMA PROCESS
HilLand Environmental has been appointed by George Municipality as the independent Environmental Assessment Practitioner (EAP) to ensure compliance with the National Environmental Management Act (NEMA), 1998 (Act No. 107 of 1998), as amended, and the Environmental Impact Assessment Regulations, 2014, as amended.
The proposal entails establishing temporary stockpile areas, construction camps and associated access roads on Erf 325, Pacaltsdorp, to store material for reuse in municipal infrastructure projects. It also includes a Phase 2 Geotechnical Assessment to inform the Rand Street and Rosedale Main Extension projects.
Environmental Authorisation (EA) is required under the NEMA EIA Regulations.
In terms of Regulations 3(4) & 40 of the NEMA EIA Regulations (2014, as amended) to notify you of the availability of the Draft Basic Assessment Report (BAR) for its 30-day commenting period (21 September 2026 – 22 October 2026).

PLANNING PROCESS
An application for Temporary Land Use Departure, in terms of Section 15(2)(c), as read with Section18(1)(b) of the George Municipality By-Law on Municipal Land Use Planning (2023), will be submitted to the George Municipality for a Builders Yard to accommodate the stockpile areas and uses, for a period of five (5) years, on the areas of Erf 325 Pacaltsdorp, George, as described in the Town Planning Statement included in the BAR appendices (App N).
Notification of the application for the proposed temporary departure, as described in BAR appendices (App N), is herewith included in the NEMA notification process, as provided for in Section 44 of the George Municipality By-Law on Municipal Land Use Planning (2023). The public comment period applicable to this application will coincide with the public comment period for the Basic Assessment Report (BAR). Any comments pertaining specifically to the proposed departure application must be
submitted directly to Tommie Visagie, Land Surveyor, by email at groenlyn@gmail.com, attention: Lynette Groenewald.
