The proposed eco-estate on the Remainder of Portion 45 of Farm Uitzicht No 216, Knysna
HilLand Environmental have been appointed as the Environmental Assessment Practitioners (EAP) by the applicant, Bel Heights (Pty) Ltd represented by Mr D McLean, to ensure compliance with regulations contained in the National Environmental Management Act (NEMA Act No. 107 of 1998, as amended) and the Environmental Impact Assessment Regulations (2014, as amended) for the proposed activities on the Remainder of Portion 45 of Farm 216, Knysna (here after referred to as ‘the property’).
A Basic Assessment Report (BAR) assesses the proposed development of a low-impact residential eco-estate on the Remainder of Portion 45 of the Farm Uitzicht No. 216, Knysna. The site is located within the Knysna National Lakes Area (Protected Environment (PE)), west of Belvidere and Belvidere Heights. The property is currently zoned Resort Zone and had 5 units (4 of which were destroyed in the 2017 fires).
The proposed development includes 14x general residential erven (group housing), 1x Open space II (garage / maintenance / storage area) erf, 2x Transport zone III (internal roads) and 2x Open Space III conservation area for all the rehabilitation areas of the property which make up 79% of the property. The intention is to enter into a Conservation Stewardship Agreement with SANParks in terms of their Garden Route National Park Expansion Strategy.
In terms of Regulations 3(4) & 40 of the NEMA EIA Regulations (2014, as amended) to notify you of the availability of the Revised Draft Basic Assessment Report (BAR) and associated appendices for its 30-day commenting period (15 June – 16 July 2026).
