Proposed activities on Portion 111 of Farm 216, Uitzicht

(Commenting period – 11 Novemeber 2022 – 12 December 2022)

HilLand Environmental have been appointed as the Environmental Assessment Practitioners (EAP) by the applicant, Mr Corne Steyn, to ensure compliance with regulations contained in the National Environmental Management Act (NEMA Act No. 107 of 1998, as amended) and the Environmental Impact Assessment Regulations (2014, as amended).

The proposal entails the construction of a primary dwelling, associated infrastructure and creation of a garden area on Portion 111 of Farm 216, Uitzicht, Knysna that will necessitate the “clearance of indigenous vegetation” (mapped as critically endangered threat status – 2011)).

The property is located within the Knysna Lakes Area (Protected Environment) and the competent authority has been identified to be DFFE.   The applicant has also been in negotiation with the SANParks to join their priority expansion programme and there is an agreement that the property will form part of the expansion area as a contractual park. 

The preferred alternative entails the following:

  • Construction of a house associated infrastructure and creation of a garden area within a demarcated disturbance zone. Access for the disturbance zone will be done via the existing access track that will be formalized by permeable grass blocks in order to avoid erosion and widening of the track (track 2.5m in width maximum). Passing bays will be located within existing disturbance areas where necessary.

          Disturbance – approximately 4835m2 in extent.

 The installation of water storage tanks within a demarcated area east of the house and temporary disturbance of a trench for the associated water pipelines – 148m2.

The house will be 100% off the grid – septic tank for sewage treatment, solar, gas and additional rainwater harvesting.

This will result in the disturbance of approximately 5.5% of the property.

The remaining 94.4% will be conserved and form part of a voluntary Contractual National Park agreement with SANParks for the property to be declared as a National Park in terms of section 20(1) of the National Environmental Management: Protected Areas Act 57 of 2003.
