Amendment of the EA: Outeniquasbosch
(commenting period: 3 December 2021 – 24 January 2022)
HilLand Environmental, independent Environmental Assessment Practitioners (EAPs), have been appointed by the applicant, ZEC4 (Pty) Ltd (Company name change from CShell 114 (Pty) Ltd), represented by Dreyer van Zyl, to ensure compliance with the National Environmental Management Act (NEMA, No 107 of 1998) and the Environmental Impact Assessment Regulations (EIA), 2014 (as amended) for the proposed amendment of the Environmental Authorisation (EA) for Outeniquasbosch Wildlife Village, Hartenbos (RE/Farm 428).
Environmental authorisation was granted on the 8th of October 2013 and the Appeal EA was granted on 24th of November 2014. Activities in accordance with the Appeal EA have commenced, and compliance monitoring is ongoing. Outeniquasbosch Wildlife Village is in full compliance with the EA and EMPr.
An amendment of the approved site development plan (SDP) is now required which constitutes of a Part 2 amendment of the EA. In addition, planning approval is required and is currently in progress (undertaken by Marike Vreken Town and Regional Planners).
Since the development was approved and implementation commenced, market demand, and the feasibility of the development resulted in the need for some changes to the approved layout. According to the most recent Municipal planning guidelines, the local authority advocates densification within the urban edge and creation of development that caters for a variety of income classes. As such, the proposal is in line with the Municipal IDP and SDF and allows for densification within the urban edge.
The proposal will entail the following amendments:
- The approved Utility site abutting the municipality waste water treatment works, to be changed into a site for a storage facility;
- The densification of Phase 4 from 36x single residential erven, to 70x group housing erven;
- The densification of Phase 9 from 44x single residential erven to 103x group housing erven;
- The addition of 5x single residential erven at Phase 11;
- The addition of 3x single residential erven at Phase 12;
- The removal of 7x residential erven at Phase 15.
The development description will therefore read as follows:
- 53 Resort units (±350m2 per erf);
- 249 Single residential erven (including the 18 farm worker accommodation units);
- 173 General residential zone I;
- 1 General residential V (hotel and conference facility);
- 2 Business zone II;
- 1 institution (education) facility = Community zone I;
- 2 Utility zone I (reservoir ;
- 1 Industrial zone I (storage);
- Private open space; and
- Private roads.
The Environmental Impact Report and associated appendices for a 30-day commenting period (excluding the holiday period of 15 December 2021 – 5 January 2022) commencing on the 3rd of December 2021.
In terms of Regulation 3 (4) and 40 of NEMA: EIA Regulations (2014, as amended) you are hereby advised that you have 30-days from the 3rd of December 2021 to submit any comments. Please provide us with your comments / concerns relating to the proposal during the timeframe (03 December 2021 – 24 January 2022) in written format via fax or email.
