Mystic Views

HilLand Environmental, independent Environmental Assessment Practitioners (EAPs), have been appointed by the Applicant, SIMCO 116 (Pty) Ltd represented by Rachel Arends (new applicant and owner), to ensure compliance with the National Environmental Management Act (NEMA, No 107 of 1998) and the Environmental Impact Assessment Regulations, 2014 (as amended) for the proposed amendment of the Environmental Authorisation (EA) for Erf 6483 (previously known as Portion 33 of Farm 217, Portion A as referenced in the EA), Hartenbos.

Environmental Authorisation has been granted on the 5th of November 2015 for the establishment of 36 single residential erven and associated service-infrastructure on Erf 6843. An appeal was lodged against certain conditions of the EA and an appeal EA was granted on the 23rd of May 2016. The EA is still valid, as activities has been commenced with in the form of the installation of the bulk water supply line (commencement – November 2019) where after the sale and transfer of the land was done.

The current approved SDP includes the construction of 36 single residential erven and associated infrastructure on the property. As there has been a change in the economic circumstance, surrounding approved developments and the niche market since 2015, a change in the development proposal is required.

The amendment proposal now entails the construction of 26 apartment blocks and associated infrastructure on the property. This development will be known as Mystic Views. Please download Appendix B to view the amended Site Plan.  

The amended SDP now includes the construction of 26 apartment blocks (a total of 160 apartments will be constructed) and associated infrastructure. The SDP includes the following:

  • Construction of 26 apartment blocks: apartments will vary between 1 – 3 bedrooms;
  • Parking bays and garages
  • Clubhouse and associated amenities
  • Office and gatehouse
  • Internal garden areas
  • Internal roads and access driveways
  • Open Space Zone II area

The area covered by the proposal corresponds with the area that would have been development as approved.

The change in the SDP does not trigger any new listed activities. Please refer to the below overlay of the approved and newly proposed site plan.

The Environmental Impact Report and associated appendices for a 30-day commenting period commencing on the 8th of October 2021. In terms of Regulation 3 (4) and 40 of NEMA: EIA Regulations (2014, as amended) you are hereby advised that you have 30-days from the 8th of October 2021 to submit any comments. Please provide us with your comments / concerns relating to the proposal during the timeframe (08 October 2021 –  08 November 2021) in written format via fax or email. Please note that you need to declare your interest in the above matter and that the information will form part of the public record in terms of POPIA.  Should you have no comments, please send us an email as soon as possible indicating as such. Please note if you are not a state department, authority or organ of state you need to register as an I&AP in order to receive updates on the process.
