Central Beach – Maintenance Management Plan (MMP)

HilLand Environmental, impediment Environmental Assessment Practitioners (EAPs, have been appointed by the applicant, Bitou Municipality, to produce a Maintenance Management Plan (MMP) for Remedial repair works and ongoing maintenance of various areas within the Central Beach area.

This will ensure compliance with the regulations contained in the National Environmental Management Act (NEMA, No. 107 of 1998, as amended) and Environmental Impact Assessment Regulations, 2014 (as amended).

The property is located at Central Beach, Bitou, the southern boundary is the Piesangs Estuary where there is bank and parking area undercut and currently a loss of usable space. 

 The eastern site has various boardwalks for ease of pedestrian access to the beach – these boardwalks are damaged and in need of maintenance and repair.  

 The two concrete slipways are regularly undercut and have been historically protected through the use of sandbags.  These sandbags require regular maintenance to refill and where the sand has been washed out from under the concrete structures, this needs to be returned in order to not threaten the structural integrity of the slipways. 

 The islands within the parking area are currently landscaped with a mix of species and the intent is to redo these according to the proposed landscaping plan. 

 Natural promotion of sand trapping and dune formation with the planting of hummock dune vegetation will assist in protecting the coastal structures in a non-invasive manner that will enhance the naturally occurring coastal processes.  Currently the natural sand movement in the area results in sand moving into the parking area and having to be removed by hand at regular intervals.  The intention will be to enhance the natural dune formation through small sand fences and for the sand that moves into the parking lot to be placed in areas where sand is currently being eroded out, so that the sand remains in the system and is not removed from the system.

The MMP will be available for a 30-day commenting period: 9 May – 10 June 2024.
