KWANOKUTHULA MAIN OUTFALL SEWER & PUMPING MAIN UPGRADE, PLETTENBERG BAY

Notice is hereby given in terms of:

  1. The National Environmental Management Act (NEMA, 107 of 1998, as amended) and Environmental Impact Assessment Regulations, 2014 (as amended) for the public participation process in terms of Regulation 41 of the Regulations, commencing with this call.
  2. The National Water Act (NWA, Act 36 of 1998) of the intent to submit the above proposal (WU44244) for authorisation to the Department of Water and Sanitation.

Background on activity:  Kwanokuthula Upgrade and Maintenance of Sewer Infrastructure, Plettenberg Bay: A NEMA Basic Assessment Application Process and Water Use Licence Application process will be undertaken for the upgrading of existing and installation of new bulk sewer lines

 

Relevant listed activities in terms of NEMA and NWA:

NEMA – Regulation GN No.327 (listing notice 1): activity nos. 10, 12, 19, 46, & 48; NEMA – Regulation GN No.324 (listing notice 3): activity nos. 12, 14 & 23

NWA-

  • Section 21(c) -Impeding or diverting the flow of water in a watercourse, and  
  • Section 21(i) -Altering the bed, banks, course or characteristics of a watercourse. 

For the upgrade of / replacement of the existing sewer line river crossings that are leaking into the watercourses in the Kwanokuthula area as part of the Municipal Sewage Infrastructure project.

 

In order to ensure that you are registered as an Interested and Affected Party (I&AP), please send your details, motivation for participation and inputs in written format via email or WhatsApp to HilLand Environmental.

 

Only registered I&APs will receive further notifications on the processes. 

  • The NEMA Notice of Intent (NOI) will be available for a 30-day commenting period as a Background Information Document (23 October – 24 November 2025). The NOI will be available on hilland.co.za/public processes/kwano.  Registration / Written inputs to reach us within the specified commenting period via email admin@hilland.co.za or WhatsApp (send “Kwano NEMA docs” to 082 525 9995) and we can send you the required documents to review.
  • The WULA reports will be available for a 60-day commenting period (23 October 2025 – 13 January 2026). I&APs can obtain the reports on the HilLand website indicated above / or directly from Colin Fordham. Provide comments, with name and contact details, to Colin Fordham, at colin@upstreamconsulting.co.za.

 

Please note that any comment on the NEMA process or the WULA process will be used as part of the public participation for BOTH processes.  Please note all information will form part of the public record in terms of POPIA.
